Council of Europe anti-torture Committee (CPT) carries out a visit to Moldova

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out an ad hoc visit to the Republic of Moldova from 5 to 13 December 2022.

The objective of the visit was to examine the treatment and conditions of detention of persons held in prison. Particular attention was paid to assessing the progress achieved by the authorities in the implementation of the Committee’s recommendations made following the previous visits.

In the course of the visit, the delegation held consultations with Sergiu Litvinenco, Minister of Justice, Nadejda Burciu, State Secretary of Justice, and Anatolie Falca, Director of the National Prison Administration, as well as other senior officials from the Ministry of Justice and the National Prison Administration.

The delegation also met Ceslav Panico, People’s Advocate (Ombudsman), Maia Bănărescu, People’s Advocate for Child’s Rights, and senior representatives of their office, as well as other representatives of the National Preventive Mechanism (NPM) established under the Optional Protocol to the UN Convention against Torture (OPCAT).

At the end of the visit, the delegation provided the Moldovan authorities with its preliminary observations.

The visit was carried out by the following CPT members:

•    Tinatin Uplisashvili
•    Dmytro Yagunov

They were supported by Petr Hnátík and Paolo Lobba of the CPT Secretariat.  

The delegation visited the following prison establishments: 
•    Prison no. 4 in Cricova
•    Prison no. 13 in Chișinău
•    Prison no. 18 in Brănești
